Elegiac and Skybolt Updates

Elegiac has had the back corner slides lowered a bit and the Alpha side spawns have been repositioned for better starting routes.
Skybolt has a slightly lowered splash radius, increasing the need for accuracy even more and further emphasizing the railgun aspect.
